What are Modifiers?
Modifiers are two character codes that may be associated with CPT
® and HCPCS codes that indicate additional, reduced, or specific types of services (body location, performed by assistant, etc.). Modifier codes starting with a digit (1-9) are defined as part of the CPT (Current Procedural Terminology) code set owned by the Americal Medical Association (AMA). Modifiers beginning with a letter (A-Z) are determined by the Centers for Medicare Services (CMS) as part of the HCPCS code set.
